Injustice and the Cobra Way

The Joe Team follows a tip and catches Cobra trying to steal the US Constitution, but Cobra is only foiled by the arrival of a masked superhero named Serpent Man. While the media tries to foster a rivalry between Serpent Man and the Joes, the hero suggests a ceremony on the Joes' parade grounds. However, Cobra captures the US President during the ceremony and flees to the sewer tunnels below.

The Joes bungle a rescue attempt, but the President is safely rescued by Serpent Man. The President defunds G.I. Joe and appoints Serpent Man both Defense Secretary and Attorney General. Suspicious Joes determine the rescued President is a phony, After being lured onto a top secret base, making them outlaws, the Joes hide out at the Millard Fillmore Memorial and break into the White House, exposing the President as Zarana in disguise. Chasing her to a Cobra base below the Fillmore Memorial, the Joes rescue the real President, but Serpent Man, revealed to be Cobra Commander in disguise, escapes. The President reinstates the Joe Team.

  • First appearance of Heavy Duty.
  • Jose Riviera, besides being a Geraldo Rivera caricature, bears a striking resemblance to Sunbow's character Hector Ramirez.
  • Cobra attacked a Joe convoy containing the US Constitution once before, in The Great Alaskan Land Rush, but they were only after the Great Seal of Alaska.
