Sunbow's Chuckles was portrayed dead-serious as the proverbial "strong, silent type," in contrast to his filecard. He wore a departure from his 1987 outfit: a white shirt with thin-petaled yellow flowers, dark blue pants with a brown belt, and black boots.

Chuckles has been undercover for so long that nobody is really sure about who he actually works for. He got his start in "hole-and-corner" operations at Southeastern Insurance Group in Fort Lauderdale where he still feels he owes his main allegiance. Chuckles is a man's man, every CID boy's favorite companion. Not just because of his jocularity or his perseverance in the field, but because he is so conscientious about keeping up his "cover" that he'll volunteer for missions that nobody else wants to go on.
"Chuckles' natural likability is his greatest asset. He can sit around all day with a bunch of Cobras, grinning, cracking jokes, and punching shoulders, all the while wearing a miniature transmitter that's being homed in on by the Joe Team. CHUCKLES is the consummate G.I. JOE special agent. He has an uncanny ability to gain the trust of friend and foe alike, and disappear without a trace once he has what he came for. He has become particularly adept at feigning his own demise in order to facilitate moving on to his next mission, often leaving even his own superiors at a loss as to whether he is still on active duty. His willingness to endure incarceration, torture, or even the ultimate sacrifice rather than risk having his undercover status revealed to the enemy makes him one of the most vital, and fearless, members of the G.I. JOE team.
Literally pulled out of his last mission by SHIPWRECK, the US Military calls upon CHUCKLES to use his adaptive investigation skills to track down several pieces of the sabotaged M.O.T.H. satellite before COBRA can locate them. While CHUCKLES normally undergoes a lengthy debriefing and restocking of field technology at headquarters after every assignment, this time he is forced to hit the ground running and adapt like never before, enduring all ranges of climates and geography, on a multi-day mission around the globe—a mission so sensitive that no other G.I. JOE can even be called in to assist him. After this grueling mission...no one will be left laughing.
