These villains are extremely obedient and always carry out their orders to the letter. 	Being a TOXO-ZOMBIE is the final assignment in the full term enlistment in the TOXO-VIPERS, known within the ranks of Cobra as the "Leaky Suit Brigade!" Constant and prolonged exposure to the worst chemical wastes, radioactive by-products, and toxic sludge have mutated these once normal Cobra troopers into horribly deformed zombies. They're not quite among the living, but not deceased enough to completely run away. Toxo-Zombies still have a faint glimmer of the worst aspects of humanity, such as the need to acquire useless personal possessions and the desire to eat things injurious to their health! Motto: "Destroy! Eat! Gimme!"

Grid-Iron are from the nearby cities of Downers Grove and Evergreen Park. Footloose is from nearby Gary, IN.

The Headman holds the distinction of being the only significant character explicitly said to die in the G. I. Joe cartoon series.

	The HEADMAN started out mugging old ladies for their Social Security checks, moved on to robbing convenience stores, then learned the ropes about drug dealing while serving time in the state penitentiary. A hardened criminal if there ever was one, Headman wouldn't think twice about annihilating anything or anyone who gets in his way. Nothing is sacred to him . . . nothing! A truly evil villain with a fixation on order and control, he created a drug empire based upon paramilitary standards with strict discipline and a rigid chain of command. The result was an organization that quickly devoured its competition and now threatens to spread its addictive poison throughout the entire world! Motto: "I am above the law! I rule this block! I rule this city!"

	HEADMAN started out robbing convenience stores, then learned the ropes of high-end thievery while serving time in prison. A hardened criminal, HEADMAN doesn't think twice about removing anyone who gets in the way of his plans. He steals anything for the right price—government secrets, weapon system specifications, and priceless art treasures. His thefts have undermined the safety of countries and satisfied greedy private art collectors at the expense of museums around the world. He has managed to escape GENERAL TOMAHAWK time and again, but the relentless G.I. JOE commander has caused him to abandon some plans, losing money. He wants to remove the threatening general from his trail, once and for all. "I am a master of crime who can steal anything, and never get caught."

	HEADHUNTER GUARDS are recruited from the greediest, most ruthless criminal organizations in the world. GRISTLE offers them a big money stake in COBRA's global operations and a chance to live out their meanest fantasies in return for absolute loyalty and obedience. They are willing to undergo constant and rigorous training in advanced weapon systems and fighting stles to further their careers in COBRA's highly illegal and utterly ruthless business ventures. Frightening in both their skill and number, they seize whole cities and infest them like rats, using civilian wareouses to stockpile contraband for worldwide distribution. They even provide fronts for internatoinal money laundering along with the manufacturing of illicit materials. Knowing the value of the often-hazardous goods they deal in, they are adept at setting up tripwires and booby trap devices to protect their inventory and take care of anyone foolish enough to enter their domain. "We'd rather see the whole building blown sky high than let the authorities get their hands on what we're guarding!"

Drug Kingpin: controls the Headhunters as a sizeable, networked cartel involved in the illegal drug trade.
International Smuggler: oversees the illegal transport of goods from one country to another, avoiding trade sanctions, customs, taxes, and contraband restrictions.
Thief: illegally procures the property of other individuals, organizations, states, or other entities for private gain and the advancement of the goals of the Headhunters.

Headman's Narcotics Guard: enforcers and all-purpose agents for the illicit activities of the Headhunters organization.
Crime Boss Guardians: provides personal security and ensures the well-being of the Headman.
