Kirovograd (pop. 239, 400, more properly Kirovohrad in Ukrainian) is on the Inhul River in central Ukraine, built on the site of the Fort of St. Elizabeth. Red Star and Col. Brekhov were also born in the Ukraine.

	GENERAL MAYHEM is a former SPETSNAZ (Special Forces) commander for the Russian Army. For years, he carried out deep reconnaissance missions and blitzkrieg-style attacks with flawless efficiency for the motherland. Followed by a devoted cadre of soldiers and officers that shared his vision of ruthless conquest and utter destruction of the weak, his arrogance inevitably was his own downfall. After a particularly terrifying campaign of merciless interrogation and elimination fo alleged enemies of the state, he and his comrades were stripped of rank and incarcerated. Escaping before they could be tried, they fled to the criminal underground where they remain wanted for crimes against humanity, relentlessly pursued by the OKTOBER GUARD (a Russian counterpart to the G.I. JOE Team). Resurfacing several years later under the guise of GENERAL MAYHEM, this effective but cruel leader found a welcome home with DESTRO's IRON GRENADIERS. His apparent viciousness is barely tempered by his sheer military brilliance, often formulating bewildering attack plans that appear totally chaotic and disorienting to his opponents, but ultimately come together in an indomitable orchestration of troops and artillery—truly the work of a mad genius. While their methods may be different, DESTRO appreciates a general who is not afraid to make unpopular decisions and take the blame—or take the credit, as GENERAL MAYHEM puts it! "Friend, foe, or innocent bystander, anyone foolish enough to get in our way will be crushed beneath my boot heels!"

	IRON ANVIL paratroopers are DESTRO's elite airborne commandos. They are only used when brute force is necessary to complete a hostile take-over by the M.A.R.S. (Military Armaments Research Systems) Corporation. These specialized assault troopers are sent in ahead of the ground forces to overwhelm enemy defenses. Their primary missions focus on the subversion of major economic and military installations by either destroying them or puttingthem out of action. IRON ANVIL Troops have a tactical advantage in that they can appear on the battlefield anywhere that aircraft can deploy them. However, they prefer to be dropped from low flying helicopters and like their namesake, make small impact craters wherever they land. Each trooper wears a self-contained bio-suit that is protected by layers of composite and reactive armor which acts like a shock absorber for their earthbound landings. This tactic has both a psychological impact as well as a demoralizing affect [sic] on their adversaries. Once on the ground. IRON ANVIL Troopers engage in close quarters combat using their expert hand-to-hand fighting skills to spprehend prisoners for slave labor in one of DESTRO's new factories. "Parachutes are for wimps—once the IRON ANVILS drops—nothing can stop us!"

	The STEEL BRIGADE COMMANDER is the leader of the international security forces for the G.I. JOE Team. His primary duty is to provide highly trained and capable security personnel with the abilities to fight the enemy on the land, the sea, and the air. His tactics include defensive combat operations as well as providing aggressive reconnaissance to gain all possible information about the enemy and terrain. Once the threat is determined, he can allocate the resources from an integrated military structure and safeguard the freedom and security of his mission objectives—all from behind enemy lines. It takes a fearless and determined individual to engage the enemy on their own territory. The STEEL BRIGADE COMMANDER always rises to this challenge and deploys his troops wherever they're needed to support the G.I. JOE Team. He has been known to be a harsh taskmaster, but those gifted enough to make the cut respect his leadership methods. In the field, he wears a prototype version of the Urban Rain Camo which he designed especially for missions in the concrete jungle. His helmet is also unique, containing the latest in micro-computer technology, including GPS tracking and radio communication links to each STEEL BRIGADE team member. 	ANDREI "DRAGONSKY" FREISOV is a member of the OKTOBER GUARD (Russian/Warsaw Pact equivalent of the G.I. JOE Team) and an expert with special weaponry, including his favorite—the flamethrower. His interest in fire control and the military started at an early age. As a child, he was seen throwing Molotov cocktails at German Panzers when they invaded his homeland. He later joined the Soviet Army and had a long and successful military career. His greatest honor came with the invitation to join the elite OKTOBER GUARD. Dragonsky carries the latest in military pyro-technology and wears a special flame-retardant suit. He is a very dedicated and loyal individual, always ready to protect his comrades even when the odds are against him. Early in Dragonsky's military career, he was trained by a brilliant commander who later proved to be insane and immoral. Because he failed to turn him in when he had the chance, the OKTOBER GUARDSMAN has made it his personal responsibility to someday bring down the madman. Even though his personal nemesis now goes by the name of "GENERAL MAYHEM," the brutal tactics are all too familiar to Dragonsky. It is to this end that he seeks the assistance of the G.I. JOE Team in capturing GENERAL MAYHEM for his crimes against the "motherland." "Even in Siberia, I make sure things get really hot!"

	DRAGONSKY can operate just about any form of wheeled transportation with impressive skill and just enough reckless abandon to scare the enemy into a hasty retreat. He's an expert with a flamethrower and prefers it above any other weapon. He can aim a fiery blast with amazing precision and never seems to be bothered by the intense heat. A former member of the Soviet Army, DRAGONSKY joined the OKTOBER GUARD as the team's mechanic, welder, and incendiary weapons specialist. He has combined all three skills to build custom-designed fire-blasting attachments for the team's vehicles. COBRA forces have been unpleasantly surprised to find themselves blasted by a wall of flames where just moments ago there was only an innocent-looking transport vehicle. "Whenever the enemy tries to make the situation hot for me, I make it ten times hotter for them.

	The STEEL BRIGADE PARATROOPERS are members of the G.I. JOE Team's international Security Force. They can quickly provide regional stability to "hot spots" throughout the world without drawing the attention that the visible presence of the regular G.I. JOE Team would. Each STEEL BRIGADE combat team functions as a reconnaissance, intelligence, surveillance, and target acquisition squadron. The entire subteam is comprised of specially talented and highly trained individuals, both military and civilian, some of whom distinguish themselves sufficeintly enough to later be chosen to join the G.I. JOE Team full time. The STEEL BRIGADE PARATROOPER helmet has a built-in oxygen mask and communications system that allows each soldier to be tied into a tactical local-area network with their STEEL BRIGADE COMMANDER. The visor has optical display screens with a heads-up targeting sight along with night vision and infrared heat source sensors. Although the helmets look strange, these guys can meet any challenge head on! "We fight for freedom—wherever there's trouble!"
