	The BLACK DRAGON organization has existed since before the cold war, providing services to whatever world power it deemed most important to its long term goals. Their island headquarters in the South Atlantic was thought destroyed by the original G.I. JOE team over thirty years ago, but the sole survivor of that debacle has declared himself the new Supreme Leader and has since built an impregnable fortress deep beneath those same ruins, far from the eyes of any world power. Under his unbending will, this group has risen to become the foremost source of espionage agents in the world. Their true purpose, however, is revenge—and the BLACK DRAGON LEADER will stop at nothing short of the total destruction of the G.I. JOE Team. Joining with COBRA COMMANDER will give him access to the advanced weapons and tactical data he feels he needs ot complete this objective He, along with many of his top saboteurs, is known to carry nontraditional bladed or even custom-designed weaponry. This is because of the efficiency of silent weapons and the fear they instill in opponents, not because of any "ninja" implications, an overused term he resents. 	SWAMP-VIPER members are the primary coastal defenders of COBRA Island. While guarding the fetid marshes used to be a punishment, numerous invasions on COBRA COMMANDER'S home soil have created a need for an elite class of trooper specifically trained for this duty. They know its maze-like system of shallow canals and swamp land better than the native snakes, crocodiles, and Komodo dragons. Although these interconnecting waterways are abundantly stocked with ravenously hungry reptiles, the SWAMP-VIPER feels right at home in these hostile conditions. They wear fully protective uniforms with oxygen re-breather units built into their bulbous helmets, allowing them to hunt silently, half submerged until their prey wanders within striking distance. They live for the thrill of capturing anyone or anything that invades their territory. From COBRA COMMANDER's Files: "I will not take any chances; I've personally selected a detachment of the most ruthless SWAMP-VIPER members to accompany me during my meeting with BLACK DRAGON on Anaconda Beach."

	BLACK DRAGON TROOPER members are master spies, perfecting their art for generations. They are recruited in secret, trained endlessly, and if they do not measure up to the organization's exacting standards they are never heard from again. In addition to basic spy skills, they also develop specific expertise based on their innate abilities and their Supreme Leader's needs, be it counter-intelligence, sabotage, infiltration, demolition, surveillance, subterfuge, interrogation, or even personal bodyguards. Masters of virtually all small arms and explosives known, as well as many martial arts disciplines, they have been taught to use any item they can get their hands on as a weapon. They follow orders with ruthless efficiency out of sheer dedication to the BLACK DRAGON organization. Whatever techniques BLACK DRAGON LEADER uses to enforce his will, they cannot be bribed, brainwashed, or broken. They complete their missions at all costs, and are willing to obey COBRA COMMANDER's orders as well—for as long as their true leader tells them to. 	AIR-VIPER members are pilots in training at the Air Force station on COBRA Island. Their ranks consist of various military and civilian flight school drop-outs. By joining COBRA, they have the opportunity to earn their "wings" and triple their salary at the same time. However, before they are allowed to fly COBRA aricraft, they must be put through a rigorous parachute training course from an A.V.A.C. (Air-Viper Advanced Class) jumpmaster. Each trainee is outfitted in a specially designed flight helmet which includes built in oxygen mask, optical display screen, and digital altimeter that alerts them exactly when to "pull the chute." Their training consists of parachute free falls and ejection seat launches over treacherous drop zones. Qualified candidates must then log over 1,500 hours of flight time and be familiar with the vast arsenal of aircraft that COBRA has to offer. This encompasses everything from one-man gliders, "Trouble Bubble" flight pods, fixed-wing, and multi-engine aircraft. Upon graduation, they are given an option to undergo a surgical procedure necessary to make them more resistant to hypoxia, hyperventilation, and othe rdecompression sicknesses. From COBRA COMMANDER's files: "Although these pilots are taught how to bail out of a burning craft, I'm only concerned that the flight helmets are returned in one piece!"
Toy Notes: Bagged as a parachute-drop exclusive at the Operation Anaconda-themed 2006 Convention. This figure is considered a moderately high-demand item.
