	He's the leader of the NEO-VIPERS, the troops that form the backbone of the COBRA legions. Totally mean, completely obedient and willing to betray anyone to get ahead, he trains the NEO-VIPERS in all forms of combat and has them ready to deploy on missions at a moment's notice. Like all NEO-VIPERS, he is highly trained and outfitted with techno-engineering to withstand all types of severe weather. He thinks that he is superior to the G.I. JOE guys, but SGT. STALKER has ruined the commander's missions involving EODs (Explosive Ordnance Devices) by successfully locating and destroying the bombs before they could explode. The commander now keeps trying to design a device that cannot be eliminated, even by SGT. STALKER. "I train my NEO-VIPER troops to be just like me: mean and rotten right down to the soles of their boots."

The amount of information he can detect from a bent blade of grass, a displaced pebble, the relative depth of a heel print, is beyond the grasp of most people. COBRA C.L.A.W.S. are the elite COBRA troopers who give DART the most problems in tracking. It is also suspected that he has a secret personal grudge against them. "Nothing mystical or psychic about what I do. I just know what to look for, and I have a lot of patience."

	SKULL BUSTER worked his way up through the ranks of the RANGE VIPERS by being twice as mean and three times as nasty as the rest. He is the ultimate survivor; there is no creature that crawls, slithers, or scuttles on six legs that he will not cheerfully dine upon. SKULL BUSTER actually thinks of himself as the predator at the top fo the food chain. In spite of this attitude, he does have a practical side. Taped to the inside of his locker door is a picture of G.I. JOE HEAVY DUTY, inscribed with these words, "Know your enemy." RANGE VIPERS are expected to operate behind enemy lines without communications or supplies. Trained to live off the land their only source of ammunition is whatever they capture from troops they defeat. This makes them extremely resourceful and tenacious. One squad of RANGE VIPERS made it through their survival course by gnawing on a carcass that had already been picked clean by vultures and jackals. SKULL BUSTER would have eaten the vultures and jackals. "Any wimp with a scout handbook, a Swiss army knife, and a compass can survive."
